No room for corruption - everyone gets the same
One of the major drawbacks of the EU Emissions Trading System is that the civil servants who decide how many emissions permits each firm should be given are essentially giving out money, because these permits have a cash value and can be sold. Wouldn't it be very easy for a firm to be given a slightly higher allocation thanks to a backhander to the official involved?
There has already been what can only be described as corruption at a national level because several governments have applied to the EU for – and in the first phase of the ETS, actually received - more permits than they were entitled to get by the level of emissions in previous years.
Globally, such problems could be severe with countries with weaker and more corrupt governments.
No such problems would arise with Cap and Share. Each citizen would know that they were entitled to their share - just like they are entitled to a vote - and given the value of each share would ensure that they got it.
