Ideally, Cap and Share would be managed nationally by independent "Climate Protection Trusts". These would have at least a a fourfold remit: First, to protect the climate by restricting GHG emissions and levels. Second, to fairly share out to all the benefits of the "scarcity rent" through salable Production Authorisation Permits. Third to administer and audit Community Transition Funds. Fourth, to make sure the fossil fuel companies are being audited. The independence of these Climate Protection Trusts, along with transparency and accountability, would ensure that governments or companies could not distort or divert funds from the Cap and Share system.

At a a global level, a similar function would be provided by a "Atmosphere Protection Trust" endorsed by the UN and managing an "International Transition Fund".

Nationally , the Electoral, Social Security and/or Tax Registers would form the basis of the list of people aged 18 and over ( to form a Production Authorisation Permit (PAP) Entitlement Register or PAPER) to whom the shared entitlements would be distributed annually. It would be up to anyone not of the Register to apply to be put on. They would do so by presenting the same sorts of identification material required to open a bank account.

The PAPs would be sent out by post to people on the PAPER each year Recipients would only be able to sell their entitlements in person. They would go to a Post Office or bank with their certificate and, if they were not known there, some form of photographic identification.

The auditing of the cap would also be relatively easy. Only the few companies introducing primary energy (oil, coal and gas) would have to be checked and excise and revenue offices already have precise records of what they are importing and selling.

This differs from the present situation in the EU Emissions Trading Scheme where thousands of smaller companies have to be audited.

Both with consumers and producers a Cap and Share approach could therefore be rapidly implemented.
